[Deepgram API] Elevated Error Rates Downloading Audio from GCS

The Deepgram API experienced elevated error rates affecting some customers' ability to download remote audio data from Google Cloud Storage from May 26, 2024 at 15:15 UTC to May 29, 2024 at 17:50 UTC.

The root cause was identified as an issue with an upstream ISP, leading to degraded performance for our Batch API. We have implemented a routing mitigation that has resolved the issue. We are continuing to monitor the situation and are working with our ISP for a long-term solution.
