[Deepgram API] Elevated Streaming Error Rates

This incident has been resolved. A single allocation of one of the services was found to be responsible for the issue. A small percentage of streaming requests would have initially failed to connect during this time but then succeed upon retry.

We are investigating elevated error rates for streaming requests beginning around 0540 UTC
